Brian attended Oak Bay High School, University of Victoria, Keio University (Tokyo) as an exchange student and Carleton University, Ottawa. He also attended the US State Department Foreign Service Institute, Yokohama 1972-3.
 
From 1969 to 1987, Brian served as a Foreign Service Officer, at the Canadian Embassy in Tokyo, Japan, at External Affairs in Ottawa, at the Canadian High Commission in Canberra, Australia, and at the Canadian Embassy in Washington, DC.
 
As a G-7 Finance Counsellor 1987-92, he worked at the Canadian Embassy in Tokyo, Department of Finance in Ottawa, and in Washington, DC.
 
After his long career in government, he joined Fleishman Hillard in Ottawa as Senior Consultant on Government Policy  and, after five years, Engineers Canada (Canadian Council of Professional Engineers) in Public Relations. For the past eight years he has worked for the Canadian Chamber of Commerce in Japan. Since 2014 he has also served on the Board of Directors, for JCM Global, an Osaka-based manufacturer of cash-handling equipment and high-tech printing.
 
He and his wife of three years, Hideko, moved from Ottawa to Tsawwassen in 2018. With his late first wife, he now has two grandsons.
