Past District 5040 Governor Penny Offer serves as a Rotary Reader for the 2021 Peace Fellowship, reading and scoring applications for the Rotary Foundation Peace Fellowship program and for 2020-23 as a member of the Basic Education and Literacy Major Gift Initiative Committee, contributing to the goal of raising $40M in endowed and term gifts for the basic education and literacy focus area of Rotary
